Raquel DuBoulay-Chastanet is a founding partner of the firm of Du Boulay, Anthony & Co and a Notary Royal.
Raquel was born and raised in St.Lucia but went abroad to pursue her studies. She graduated from the University of Western Ontario, Canada with a Bachelor of Arts in Spanish and Philosophy and from the University of Wolverhampton, United Kingdom with a degree in law. She graduated with highest honours from the McHari Institute’s Trust Programme in Nassau, Bahamas in 2001 when she obtained her Masters Degree in International Trust Law and Administration.
After a few years of practice in civil litigation in St.Lucia, Raquel accepted a position as head of the Trust department for Banco Atlantico in Nassau, Bahamas, one of Europe’s oldest and most established banks. The following year, she became the youngest Vice President at Espirito Santo Bank in Miami, Florida heading up the Trust and Investments department which position she held until she returned to St.Lucia.
Raquel is a member of the Bars of England and Wales as well as St.Lucia.
Michelle A. Anthony-Desir LL.B. (U.W.I.), L.E.C.

Michelle was educated at the University of the West Indies, Barbados and the Hugh Wooding Law School in Trinidad and was called to the Saint Lucia Bar in 1996. From 1996 Michelle has been engaged in private practice on the island, first through Anthony & Associates and then through the Chambers of Chong & Co until December 2004.
She is a founding partner of the law firm of Du Boulay, Anthony & Company and a Notary Royal. Although much of her practice involves litigation, Michelle is also one of the few qualified Mediators in Saint Lucia and has been retained to mediate a number of highly complex matters which were before the High Court.
Michelle was born in Saint Lucia but has lived in Barbados, Trinidad, and England. She is an active member of the Saint Lucia Bar Association and is currently the Vice President of the Saint Lucia Bar association. She has a keen interest in Legal Aid and has been actively working with the local Bar to establish a Legal Aid Clinic in Saint Lucia. Michelle is also Chairman of the Board of Tapion School Limited a private primary school on the island.

David was born and raised in St.Lucia but pursued his studies abroad. He graduated from the University of Western Ontario, Canada with a Bachelor of Arts in Economics. He then went on to obtain a Graduate Diploma in Law (Common Professional Examination) from the University of Westminster, United Kingdom and completed the Bar Vocational Course at the Inns of Court School of Law in London.
David was called to the Bar of England and Wales at the Honourable Society of Lincoln’s Inn in June 2006 and was called to the Bar of St. Lucia in September 2007 at which time he joined Du Boulay, Anthony & Co as an Associate.

Formerly practicing in the British Virgin Islands with the leading law firm J S Archibald & Co for the past three years, Thomas is the newest Associate to the firm of Du Boulay, Anthony & Co having joined the firm in early 2009. A St Lucian by birth, Thomas is a graduate of the University of the West Indies, Cave Hill Campus (2003) and the Hugh Wooding Law School of Trinidad and Tobago (2005). At the Hugh Wooding Law School he was part of a select few to have completed the Mediator’s Training course allowing him to be recognized as a Mediator by the Eastern Caribbean Supreme Court.
Admitted to practice in the British Virgin Islands in 2005 and St Lucia in 2006, Thomas has made appearances before the Magistrate’s Court, the High Court and the Court of Appeal in the British Virgin Islands and Montserrat, in addition to appearances as Counsel in Arbitrations, Land Registry Hearings and complex negotiations on behalf of individuals and corporate entities. He has also provided legal expertise on corporate affairs such as the sale of company shares and banking security documents such as debentures and corporate guarantees. Thomas has also acted as a part-time lecturer at the University of the West Indies, School of Continuing Studies, BVI where he taught Law & Legal Systems and Contract Law.
